When is a pre-demolition survey legally required?

A pre-demolition survey is required before demolishing or substantially renovating a structure, under the federal asbestos NESHAP (National Emission Standards for Hazardous Air Pollutants) and AHERA (Asbestos Hazard Emergency Response Act) protocols. Because demolition disturbs the whole building, regulators require that all regulated ACM be identified — and removed — first. A limited survey does not satisfy this requirement; using one to clear a demolition leaves both the owner and the contractor exposed.
