The Alabama Department of Environmental Management (ADEM), through its Air Division, regulates asbestos abatement in Alabama — alongside the federal EPA (NESHAP) and OSHA. Regulated asbestos-containing material (RACM) must be removed by an ADEM Certified Asbestos Abatement Contractor, and individual inspectors, supervisors, and workers must be accredited (Alabama's accreditation runs through the Safe State program at the University of Alabama). When you choose a contractor, confirm their ADEM certification is current.
A few Alabama specifics should guide your choice:

Ask for the contractor's ADEM certification number and proof of current insurance and bonding, and confirm the inspectors and workers hold current accreditation. ADEM publishes a list of certified asbestos contractors, so you can independently confirm a contractor is certified to work legally in Alabama. A reputable contractor also gives you the inspector's survey, a work plan covering containment and air clearance, and a licensed disposal plan.
The universal red flags apply — no certification or insurance numbers, skipping the survey, a lowball bid, or vague disposal answers. In Alabama specifically, be cautious of anyone who tells you a regulated job doesn't need a 10-day notification, who isn't on ADEM's certified list, or who leans on the residential exemption to skip a survey on an older home. The exemption removes the requirement; it does not remove the hazard.
